The complex is located in Piraeus Street. The morphology of the building was defined by the industrial character of the area, the height of the surrounding buildings and the bioclimatic design of the building.

The volumes follow a minimal approach adjusted to the character of the street (vertical openings, brick cladding) in the first 4 levels. In the upper levels, a form of a modern public building is adopted (large openings, aluminum panels cladding).

Priority was given to a sustainable design. The building represented the country at the 15th international meeting on Passive and Low Energy Architecture (PLEA) in Barcelona in 1998.
